Dubai’s Law No. (3) of 2026 introduces a comprehensive framework for building quality, safety, and long-term asset performance — one that extends well beyond the construction phase. Issued by Sheikh Mohammed bin Rashid Al Maktoum, the legislation places responsibility on owners, developers, consultants, contractors, and facilities management teams to ensure that buildings remain safe and operational throughout their entire lifecycle.

A central element of the law is the introduction of a Quality and Safety Certificate, issued following inspection by a licensed engineering office, and valid for ten years for buildings under 40 years old and five years for older structures. Fines range from AED 100 to AED one million, with repeat violations reaching AED two million.

For the MEP sector, the shift is significant — moving compliance from a one-time design obligation to an ongoing operational responsibility. Industry leaders across engineering, facilities management, construction, and technology welcome the regulation as a natural evolution for a city whose building stock has grown rapidly over the past two decades, and one that positions Dubai as a global benchmark for safe, resilient, and high-performance built environments.
